10. Procedure for the drawing and disbursement of funds.—(1) Every Drawing and Disbursing Officer shall, before undertaking the drawing and disbursement of funds, intimate the Controller General of Accounts in writing, specifying the expenditure concerned and the period for which it is proposed to be undertaken. (2) The Controller General of Accounts may, within twenty-one days of the receipt of the intimation, require the person to furnish such further particulars as it considers necessary.
