13. Procedure for the construction of buildings in a vulnerable area.—(1) Every owner of a building in a vulnerable area shall, before undertaking the construction of buildings in a vulnerable area, intimate the State Authority in writing, specifying the shelter concerned and the period for which it is proposed to be undertaken. (2) The State Authority may, within twenty-four hours of the receipt of the intimation, require the person to furnish such further particulars as it considers necessary.
