3. Application for registration.—(1) An application for registration under sub-section (1) of section 4 of the Act shall be made to the Controller General of Accounts in Form GFR 19, in duplicate, and shall be accompanied by the documents specified in that Form. (2) The Controller General of Accounts shall, within twenty-one days of the receipt of an application which is complete in all respects, issue a certificate of registration in Form GFR 19.
