12. Procedure for the discharge of effluent.—(1) Every person carrying on an industry shall, before undertaking the discharge of effluent, intimate the State Board in writing, specifying the effluent concerned and the period for which it is proposed to be undertaken. (2) The State Board may, within sixty days of the receipt of the intimation, require the person to furnish such further particulars as it considers necessary.
