4. Registration of owners of a saw mill.—(1) Every owner of a saw mill shall, within fifteen days from the commencement of this Act or, where such person begins the running of a saw mill after such commencement, within fifteen days from the date of such beginning, make an application for registration to the State Board in Form II, accompanied by a fee of five thousand rupees. (2) The State Board shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No owner of a saw mill shall carry on the running of a saw mill unless registered under this section.
