11. Registration of person executing an instruments.—(1) Every person executing an instrument shall, within three months from the commencement of this Act or, where such person begins the execution of instruments after such commencement, within three months from the date of such beginning, make an application for registration to the Collector in Form C, accompanied by a fee of one hundred rupees. (2) The Collector shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No person executing an instrument shall carry on the execution of instruments unless registered under this section.
