46. Registration of parties to an arbitration agreement.—(1) Every party to an arbitration agreement shall, within thirty days from the commencement of this Act or, where such person begins the reference of disputes to arbitration after such commencement, within thirty days from the date of such beginning, make an application for registration to the Council in Form B, accompanied by a fee of five thousand rupees. (2) The Council shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No party to an arbitration agreement shall carry on the reference of disputes to arbitration unless registered under this section.
