11. Registration of publics authority.—(1) Every public authority shall, within forty-five days from the commencement of this Act or, where such person begins the holding of information after such commencement, within forty-five days from the date of such beginning, make an application for registration to the Central Information Commission in Form C, accompanied by a fee of one hundred rupees. (2) The Central Information Commission shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No public authority shall carry on the holding of information unless registered under this section.
