53. Registration of owners of forest produce.—(1) Every owner of forest produce shall, within thirty days from the commencement of this Act or, where such person begins the transit of forest produce after such commencement, within thirty days from the date of such beginning, make an application for registration to the Central Board in Form V, accompanied by a fee of twenty-five thousand rupees. (2) The Central Board shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No owner of forest produce shall carry on the transit of forest produce unless registered under this section.
