18. Registration of owners of a building in a vulnerable area.—(1) Every owner of a building in a vulnerable area shall, within thirty days from the commencement of this Act or, where such person begins the construction of buildings in a vulnerable area after such commencement, within thirty days from the date of such beginning, make an application for registration to the National Authority in Form A, accompanied by a fee of nil rupees. (2) The National Authority shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No owner of a building in a vulnerable area shall carry on the construction of buildings in a vulnerable area unless registered under this section.
