11. Registration of holders of a mining lease.—(1) Every holder of a mining lease shall, within sixty days from the commencement of this Act or, where such person begins mining operations after such commencement, within sixty days from the date of such beginning, make an application for registration to the Controller General in Form J, accompanied by a fee of fifty thousand rupees. (2) The Controller General shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No holder of a mining lease shall carry on mining operations unless registered under this section.
