60. Registration of operators of a plant.—(1) Every operator of a plant shall, within sixty days from the commencement of this Act or, where such person begins the operation of a plant after such commencement, within sixty days from the date of such beginning, make an application for registration to the Central Board in Form I, accompanied by a fee of five hundred rupees. (2) The Central Board shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No operator of a plant shall carry on the operation of a plant unless registered under this section.
