25. Registration of persons resident in India.—(1) Every person resident in India shall, within thirty days from the commencement of this Act or, where such person begins the holding of foreign exchange after such commencement, within thirty days from the date of such beginning, make an application for registration to the Director General in Form ANF-3A, accompanied by a fee of five thousand rupees. (2) The Director General shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No person resident in India shall carry on the holding of foreign exchange unless registered under this section.
