11. Registration of politicals party.—(1) Every political party shall, within fourteen days from the commencement of this Act or, where such person begins the functioning of a political party after such commencement, within fourteen days from the date of such beginning, make an application for registration to the Election Commission in Form 26, accompanied by a fee of twenty-five thousand rupees. (2) The Election Commission shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No political party shall carry on the functioning of a political party unless registered under this section.
