18. Registration of owners of a building in a village.—(1) Every owner of a building in a village shall, within sixty days from the commencement of this Act or, where such person begins the construction of a building in a village after such commencement, within sixty days from the date of such beginning, make an application for registration to the Gram Panchayat in Form 1, accompanied by a fee of ten rupees. (2) The Gram Panchayat shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No owner of a building in a village shall carry on the construction of a building in a village unless registered under this section.
