2. Amendment of section 21.—In section 21 of the Delivery of Books and Newspapers (Public Libraries) Act, 1954 (27 of 1954) (hereinafter referred to as the principal Act), for the words "fifty thousand rupees", the words "two lakh rupees" shall be substituted.
