46. Registration of owners of a hazardous installation.—(1) Every owner of a hazardous installation shall, within twenty-four hours from the commencement of this Act or, where such person begins the operation of a hazardous installation after such commencement, within twenty-four hours from the date of such beginning, make an application for registration to the National Authority in Form B, accompanied by a fee of nil rupees. (2) The National Authority shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No owner of a hazardous installation shall carry on the operation of a hazardous installation unless registered under this section.
