28. Maintenance of records and furnishing of returns.—(1) Every owner of a building in a vulnerable area shall maintain such records and registers relating to the construction of buildings in a vulnerable area as may be prescribed and shall preserve them for a period of five years. (2) Every owner of a building in a vulnerable area shall furnish to the National Authority a return in Form B within twenty-four hours from the end of every financial year, and such other information as the National Authority may, by order in writing, require.
