4. Registration of organisers of a mass gathering.—(1) Every organiser of a mass gathering shall, within twenty-four hours from the commencement of this Act or, where such person begins the holding of a mass gathering after such commencement, within twenty-four hours from the date of such beginning, make an application for registration to the National Authority in Form B, accompanied by a fee of nil rupees. (2) The National Authority shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No organiser of a mass gathering shall carry on the holding of a mass gathering unless registered under this section.
