2. Amendment of section 23.—In section 23 of the Himachal Pradesh and Bilaspur (New State) Act, 1954 (32 of 1954) (hereinafter referred to as the principal Act), for the words "one lakh rupees", the words "twenty-five thousand rupees" shall be substituted.
