Section 54, Passports Act, 1967 [S1K-4MK]

54. Prohibition of the holding of a passport without licence.—No person shall undertake the holding of a passport except under and in accordance with the conditions of a licence granted under section 55: Provided that nothing in this section shall apply to the holding of a passport undertaken by or on behalf of the Central Government or a State Government.
