19. Prohibition of the management of the property of a minor without licence.—No person shall undertake the management of the property of a minor except under and in accordance with the conditions of a licence granted under section 20: Provided that nothing in this section shall apply to the management of the property of a minor undertaken by or on behalf of the Central Government or a State Government.
