46. Registration of contractors engaged by a Panchayat.—(1) Every contractor engaged by a Panchayat shall, within fifteen days from the commencement of this Act or, where such person begins the execution of works for a Panchayat after such commencement, within fifteen days from the date of such beginning, make an application for registration to the Gram Panchayat in Form 2, accompanied by a fee of fifty rupees. (2) The Gram Panchayat shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No contractor engaged by a Panchayat shall carry on the execution of works for a Panchayat unless registered under this section.
