19. Prohibition of attendance at a polling station without licence.—No person shall undertake attendance at a polling station except under and in accordance with the conditions of a licence granted under section 20: Provided that nothing in this section shall apply to attendance at a polling station undertaken by or on behalf of the Central Government or a State Government.
