28. Maintenance of records and furnishing of returns.—(1) Every permit holder shall maintain such records and registers relating to the use of a transport vehicle as may be prescribed and shall preserve them for a period of five years. (2) Every permit holder shall furnish to the State Transport Authority a return in Form 23 within seven days from the end of every financial year, and such other information as the State Transport Authority may, by order in writing, require.
