11. Registration of owners of a vessel.—(1) Every owner of a vessel shall, within thirty days from the commencement of this Act or, where such person begins the operation of a vessel after such commencement, within thirty days from the date of such beginning, make an application for registration to the Director-General in Form 3, accompanied by a fee of fifty thousand rupees. (2) The Director-General shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No owner of a vessel shall carry on the operation of a vessel unless registered under this section.
