Recital: "Whereas difficulties have arisen in giving effect to the provisions of the Kerala Panchayat Raj Act, 1994 (Kerala Act 13 of 1994); NOW, THEREFORE, in exercise of the powers conferred by section 45 of the said Act, the Government of Kerala hereby makes the following Order to remove the difficulties, namely:".
