In exercise of the powers conferred by section 9 of the Armed Forces (Jammu and Kashmir) Special Powers Act, 1990 (21 of 1990), the Central Government hereby directs that the powers exercisable by it under section 9 shall, subject to its control, also be exercisable by the commanding officer.
