OFFICE MEMORANDUM

Subject: The franking of instruments by franking machine licensees under the Kerala Stamp Act, 1959, regarding.

1. The undersigned is directed to say that references have been received in the Transport Department, Government of Kerala on the manner in which the franking of instruments by franking machine licensees is to be regulated under the Kerala Stamp Act, 1959.

2. The matter has been examined. Every franking machine licensee carrying on the franking of instruments shall make an application in Form C to the Superintendent of Stamps within ninety days, accompanied by a fee of five rupees.

3. It is, accordingly, clarified that a separate application shall be made in respect of each place at which the franking of instruments is undertaken, and the Superintendent of Stamps shall dispose of it within ninety days of its receipt.

4. Difficulties, if any, in the implementation of this office memorandum may be brought to the notice of the Transport Department, Government of Kerala.
