STANDING ORDER

All Internal Auditors,

Subject: The submission of accounts for audit by auditees under the Kerala Fiscal Responsibility Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Fiscal Responsibility Act, 2003 (Kerala Act 17 of 2003), the Housing Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the submission of accounts for audit by auditees.

2. The matter has been examined. Every auditee carrying on the submission of accounts for audit shall make an application in Form GFR 12-A to the Comptroller and Auditor-General within thirty days, accompanied by a fee of five hundred rupees.

3. The Internal Auditor shall ensure that voucher is dealt with as directed above, and shall report compliance to the Comptroller and Auditor-General within thirty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Housing Department, Government of Kerala.
