STANDING ORDER

To

All Ground Water Officers,

Subject: The discharge of effluent into a stream by person discharging effluent into a streams under the Kerala Irrigation and Water Conservation Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Irrigation and Water Conservation Act, 2003 (Kerala Act 31 of 2003), the Water Resources Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the discharge of effluent into a stream by person discharging effluent into a streams.

2. The matter has been examined. Every person discharging effluent into a stream carrying on the discharge of effluent into a stream shall make an application in Form D to the Canal Officer within twenty-one days, accompanied by a fee of fifty rupees.

3. The Ground Water Officer shall ensure that register of users is dealt with as directed above, and shall report compliance to the Canal Officer within twenty-one days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Water Resources Department, Government of Kerala.
