STANDING ORDER

To

All Controllers of Accounts,

Subject: The receipt of grants by grantees under the Kerala Fiscal Responsibility Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Fiscal Responsibility Act, 2003 (Kerala Act 17 of 2003), the Finance Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the receipt of grants by grantees.

2. The matter has been examined. Every grantee carrying on the receipt of grants shall make an application in Form GFR 40 to the Procurement Authority within forty-five days, accompanied by a fee of five hundred rupees.

3. The Controller of Accounts shall ensure that utilisation certificate is dealt with as directed above, and shall report compliance to the Procurement Authority within forty-five days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Finance Department, Government of Kerala.
