OFFICE MEMORANDUM

Subject: The procurement of goods and services by procuring entities under the Kerala Fiscal Responsibility Act, 2003, regarding.

1. The undersigned is directed to say that references have been received in the Industries and Commerce Department, Government of Kerala on the manner in which the procurement of goods and services by procuring entities is to be regulated under the Kerala Fiscal Responsibility Act, 2003.

2. The matter has been examined. Every procuring entity carrying on the procurement of goods and services shall make an application in Form GFR 40 to the Public Accounts Committee within one hundred and twenty days, accompanied by a fee of ten thousand rupees.

3. It is, accordingly, clarified that a separate application shall be made in respect of each place at which the procurement of goods and services is undertaken, and the Public Accounts Committee shall dispose of it within one hundred and twenty days of its receipt.

4. Difficulties, if any, in the implementation of this office memorandum may be brought to the notice of the Industries and Commerce Department, Government of Kerala.
