STANDING ORDER

To

All Procurement Officers,

Subject: The implementation of a scheme by implementing agencies under the Karnataka Transparency in Public Procurements Act, 1999, regarding.

In exercise of the powers conferred by section 9 of the Karnataka Transparency in Public Procurements Act, 1999 (Karnataka Act 29 of 1999), the Finance Department, Government of Karnataka hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the implementation of a scheme by implementing agencies.

2. The matter has been examined. Every implementing agency carrying on the implementation of a scheme shall make an application in Form GFR 21 to the Public Accounts Committee within one hundred and twenty days, accompanied by a fee of one thousand rupees.

3. The Procurement Officer shall ensure that purchase order is dealt with as directed above, and shall report compliance to the Public Accounts Committee within one hundred and twenty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Finance Department, Government of Karnataka.
