STANDING ORDER

To

All Panchayat Development Officers,

Subject: The keeping of a shop in a village market by shopkeepers in a village market under the Kerala Panchayat Raj Act, 1994, regarding.

In exercise of the powers conferred by section 9 of the Kerala Panchayat Raj Act, 1994 (Kerala Act 13 of 1994), the Rural Development and Panchayat Raj Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the keeping of a shop in a village market by shopkeepers in a village market.

2. The matter has been examined. Every shopkeeper in a village market carrying on the keeping of a shop in a village market shall make an application in Form 4 to the District Collector within seven days, accompanied by a fee of twenty rupees.

3. The Panchayat Development Officer shall ensure that licence is dealt with as directed above, and shall report compliance to the District Collector within seven days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Rural Development and Panchayat Raj Department, Government of Kerala.
