STANDING ORDER

To

All Pay and Accounts Officers,

Subject: The procurement of goods and services by procuring entities under the Rajasthan Transparency in Public Procurement Act, 2012, regarding.

In exercise of the powers conferred by section 9 of the Rajasthan Transparency in Public Procurement Act, 2012 (Rajasthan Act 21 of 2012), the Finance Department, Government of Rajasthan hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the procurement of goods and services by procuring entities.

2. The matter has been examined. Every procuring entity carrying on the procurement of goods and services shall make an application in Form GFR 25 to the Public Accounts Committee within thirty days, accompanied by a fee of one thousand rupees.

3. The Pay and Accounts Officer shall ensure that bill is dealt with as directed above, and shall report compliance to the Public Accounts Committee within thirty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Finance Department, Government of Rajasthan.
