STANDING ORDER

To

All Drawing and Disbursing Officers,

Subject: The provision of consultancy services to the Government by empanelled consultants under the Kerala Fiscal Responsibility Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Fiscal Responsibility Act, 2003 (Kerala Act 17 of 2003), the Finance Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the provision of consultancy services to the Government by empanelled consultants.

2. The matter has been examined. Every empanelled consultant carrying on the provision of consultancy services to the Government shall make an application in Form GFR 41 to the Finance Commission within one hundred and twenty days, accompanied by a fee of five thousand rupees.

3. The Drawing and Disbursing Officer shall ensure that bond is dealt with as directed above, and shall report compliance to the Finance Commission within one hundred and twenty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Finance Department, Government of Kerala.
