STANDING ORDER

All Drawing and Disbursing Officers,

Subject: The execution of contracts by contractors under the Kerala Fiscal Responsibility Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Fiscal Responsibility Act, 2003 (Kerala Act 17 of 2003), the Finance Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the execution of contracts by contractors.

2. The matter has been examined. Every contractor carrying on the execution of contracts shall make an application in Form GFR 25 to the Comptroller and Auditor-General within ninety days, accompanied by a fee of two thousand rupees.

3. The Drawing and Disbursing Officer shall ensure that bid is dealt with as directed above, and shall report compliance to the Comptroller and Auditor-General within ninety days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Finance Department, Government of Kerala.
