STANDING ORDER

All Social Security Officers,

Subject: The employment of persons by employers under the Kerala Headload Workers Act, 1978, regarding.

In exercise of the powers conferred by section 9 of the Kerala Headload Workers Act, 1978 (Kerala Act 20 of 1978), the Labour Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the employment of persons by employers.

2. The matter has been examined. Every employer carrying on the employment of persons shall make an application in Form 12 to the Regional Board within sixty days, accompanied by a fee of fifty rupees.

3. The Social Security Officer shall ensure that benefit is dealt with as directed above, and shall report compliance to the Regional Board within sixty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Labour Department, Government of Kerala.
