STANDING ORDER

To

All Highway Administration Officers,

Subject: The carriage of goods for hire by owners of a goods carriage under the Kerala Motor Transport Workers Welfare Fund Act, 1985, regarding.

In exercise of the powers conferred by section 9 of the Kerala Motor Transport Workers Welfare Fund Act, 1985 (Kerala Act 21 of 1985), the Industries and Commerce Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the carriage of goods for hire by owners of a goods carriage.

2. The matter has been examined. Every owner of a goods carriage carrying on the carriage of goods for hire shall make an application in Form 20 to the State Transport Appellate Tribunal within twenty-one days, accompanied by a fee of five thousand rupees.

3. The Highway Administration Officer shall ensure that pollution certificate is dealt with as directed above, and shall report compliance to the State Transport Appellate Tribunal within twenty-one days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Industries and Commerce Department, Government of Kerala.
