All Deputy Director Generals,
Subject: The provision of telecommunication services by licensees under the Telecom Regulatory Authority of India Act, 1997, regarding.
In exercise of the powers conferred by section 9 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997), the Telecom Regulatory Authority of India hereby directs
1. References have been received seeking clarification on the manner in which section 9 applies to the provision of telecommunication services by licensees.
2. The matter has been examined. Every licensee carrying on the provision of telecommunication services shall make an application in Form E to the Universal Service Obligation Fund within forty-five days, accompanied by a fee of one lakh rupees.
3. The Deputy Director General shall ensure that subscriber record is dealt with as directed above, and shall report compliance to the Universal Service Obligation Fund within forty-five days.
4. Difficulties, if any, in the implementation of this direction may be brought to the notice of the Telecom Regulatory Authority of India.
