OFFICE MEMORANDUM
Subject: The holding of a Government guarantee by guarantee holders under the Kerala Fiscal Responsibility Act, 2003, regarding.
1. The undersigned is directed to say that references have been received in the Consumer Affairs Department, Government of Kerala on the manner in which the holding of a Government guarantee by guarantee holders is to be regulated under the Kerala Fiscal Responsibility Act, 2003.
2. The matter has been examined. Every guarantee holder carrying on the holding of a Government guarantee shall make an application in Form GFR 19 to the Procurement Authority within thirty days, accompanied by a fee of one thousand rupees.
3. It is, accordingly, clarified that a separate application shall be made in respect of each place at which the holding of a Government guarantee is undertaken, and the Procurement Authority shall dispose of it within thirty days of its receipt.
4. Difficulties, if any, in the implementation of this office memorandum may be brought to the notice of the Consumer Affairs Department, Government of Kerala.
