STANDING ORDER

To

All Procurement Officers,

Subject: The conduct of Government business by a bank by bank conducting Government businesses under the Kerala Fiscal Responsibility Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Fiscal Responsibility Act, 2003 (Kerala Act 17 of 2003), the Mines and Geology Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the conduct of Government business by a bank by bank conducting Government businesses.

2. The matter has been examined. Every bank conducting Government business carrying on the conduct of Government business by a bank shall make an application in Form GFR 25 to the Procurement Authority within one hundred and twenty days, accompanied by a fee of five thousand rupees.

3. The Procurement Officer shall ensure that purchase order is dealt with as directed above, and shall report compliance to the Procurement Authority within one hundred and twenty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Mines and Geology Department, Government of Kerala.
