STANDING ORDER

To

All Civil Defence Officers,

Subject: The holding of a mass gathering by organisers of a mass gathering under the Uttar Pradesh Fire Prevention and Fire Safety Act, 2005, regarding.

In exercise of the powers conferred by section 9 of the Uttar Pradesh Fire Prevention and Fire Safety Act, 2005 (Uttar Pradesh Act 9 of 2005), the Revenue and Disaster Management Department, Government of Uttar Pradesh hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the holding of a mass gathering by organisers of a mass gathering.

2. The matter has been examined. Every organiser of a mass gathering carrying on the holding of a mass gathering shall make an application in Form F to the District Authority within three days, accompanied by a fee of two thousand rupees.

3. The Civil Defence Officer shall ensure that fire safety certificate is dealt with as directed above, and shall report compliance to the District Authority within three days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Revenue and Disaster Management Department, Government of Uttar Pradesh.
