STANDING ORDER

To

All Pay and Accounts Officers,

Subject: Participation in procurement by bidders under the Gujarat Infrastructure Development Act, 1999, regarding.

In exercise of the powers conferred by section 9 of the Gujarat Infrastructure Development Act, 1999 (Gujarat Act 11 of 1999), the Social Welfare Department, Government of Gujarat hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to participation in procurement by bidders.

2. The matter has been examined. Every bidder carrying on participation in procurement shall make an application in Form GFR 41 to the Public Accounts Committee within ninety days, accompanied by a fee of one thousand rupees.

3. The Pay and Accounts Officer shall ensure that audit report is dealt with as directed above, and shall report compliance to the Public Accounts Committee within ninety days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Social Welfare Department, Government of Gujarat.
