All Wireless Monitoring Officers,

Subject: The operation of a captive telecommunication network by operators of a private network under the Telecom Regulatory Authority of India Act, 1997, regarding.

In exercise of the powers conferred by section 9 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997), the Telecom Regulatory Authority of India hereby directs

1. References have been received seeking clarification on the manner in which section 9 applies to the operation of a captive telecommunication network by operators of a private network.

2. The matter has been examined. Every operator of a private network carrying on the operation of a captive telecommunication network shall make an application in Form D to the Licensing Authority within sixty days, accompanied by a fee of ten thousand rupees.

3. The Wireless Monitoring Officer shall ensure that network is dealt with as directed above, and shall report compliance to the Licensing Authority within sixty days.

4. Difficulties, if any, in the implementation of this direction may be brought to the notice of the Telecom Regulatory Authority of India.
