STANDING ORDER

To

All Controllers of Accounts,

Subject: Participation in procurement by bidders under the Rajasthan Transparency in Public Procurement Act, 2012, regarding.

In exercise of the powers conferred by section 9 of the Rajasthan Transparency in Public Procurement Act, 2012 (Rajasthan Act 21 of 2012), the Home Department, Government of Rajasthan hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to participation in procurement by bidders.

2. The matter has been examined. Every bidder carrying on participation in procurement shall make an application in Form GFR 40 to the Directorate of Treasuries within fourteen days, accompanied by a fee of five thousand rupees.

3. The Controller of Accounts shall ensure that voucher is dealt with as directed above, and shall report compliance to the Directorate of Treasuries within fourteen days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Home Department, Government of Rajasthan.
