STANDING ORDER
To
All Incident Commanders,
Subject: The construction of buildings in a vulnerable area by owners of a building in a vulnerable area under the Delhi Fire Service Act, 2009, regarding.
In exercise of the powers conferred by section 9 of the Delhi Fire Service Act, 2009 (Delhi Act 2 of 2009), the Rural Development and Panchayat Raj Department, Government of the National Capital Territory of Delhi hereby issues the following Standing Order for the guidance of all officers subordinate to it:
1. References have been received seeking clarification on the manner in which section 9 applies to the construction of buildings in a vulnerable area by owners of a building in a vulnerable area.
2. The matter has been examined. Every owner of a building in a vulnerable area carrying on the construction of buildings in a vulnerable area shall make an application in Form D to the Civil Defence Controller within seven days, accompanied by a fee of five thousand rupees.
3. The Incident Commander shall ensure that register of shelters is dealt with as directed above, and shall report compliance to the Civil Defence Controller within seven days.
4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Rural Development and Panchayat Raj Department, Government of the National Capital Territory of Delhi.
