STANDING ORDER

To

All Extension Officers,

Subject: The construction of a building in a village by owners of a building in a village under the Kerala Panchayat Raj Act, 1994, regarding.

In exercise of the powers conferred by section 9 of the Kerala Panchayat Raj Act, 1994 (Kerala Act 13 of 1994), the Law Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the construction of a building in a village by owners of a building in a village.

2. The matter has been examined. Every owner of a building in a village carrying on the construction of a building in a village shall make an application in Form 3 to the District Panchayat within forty-five days, accompanied by a fee of ten rupees.

3. The Extension Officer shall ensure that tax receipt is dealt with as directed above, and shall report compliance to the District Panchayat within forty-five days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Law Department, Government of Kerala.
