STANDING ORDER

All Drawing and Disbursing Officers,

Subject: The drawing and disbursement of funds by Drawing and Disbursing Officers under the Kerala Fiscal Responsibility Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Fiscal Responsibility Act, 2003 (Kerala Act 17 of 2003), the Law Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the drawing and disbursement of funds by Drawing and Disbursing Officers.

2. The matter has been examined. Every Drawing and Disbursing Officer carrying on the drawing and disbursement of funds shall make an application in Form GFR 19 to the Comptroller and Auditor-General within sixty days, accompanied by a fee of one hundred rupees.

3. The Drawing and Disbursing Officer shall ensure that bid is dealt with as directed above, and shall report compliance to the Comptroller and Auditor-General within sixty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Law Department, Government of Kerala.
